Finance, Administration and Human Resource

The Finance, Administration, and Human Resources (HR) Department at the Sarawak Infectious Disease Centre (SIDC) is the cornerstone of the institution’s operational excellence. This department ensures that SIDC runs smoothly by managing its financial resources, administrative processes, and workforce.

The Finance team oversees budgeting, financial reporting, and resource allocation, ensuring the centre’s research initiatives are well-funded and sustainable. The Administration unit handles day-to-day operations, maintaining an efficient workflow across departments and ensuring the seamless functioning of SIDC’s state-of-the-art facilities. Meanwhile, the HR team focuses on recruiting, developing, and retaining top-tier talent while fostering a collaborative and inclusive work environment.

Finance Manager

Sim Tong Seng

Mr. Sim Tong Sen is our Finance Manager, with a strong aptitude for data-driven decision making and passion for streamlining processes to maximize organization’s operational efficiency.

He graduated with a Bachelor of Commerce (Accountancy) Degree from University of Otago, New Zealand.  He is a Certified Practising Accountant of CPA Australia – CPA (Aust) and also Chartered Accountant of the Malaysian Institute of Accountants- CA(M).

Mr. Sim Tong Sen has over 23 years of work experience in finance, audit and accounting covering various industries such as manufacturing, trading, property development and construction. He has worked extensively in various capacities, which includes stints at one of the Big Four accounting firms as an auditor.

He manages and oversees all the day-to-day operations of the finance department at the firm he was attended to.  This includes Company’s Accounting, Financial Reporting and Management, Corporate Planning and Analysis.

Accountant

Chong Qin Hui

Qin Hui is an accountant with extensive experience at one of the Big Four accounting firms. She holds membership in professional bodies such as the Association of Chartered Certified Accountants (ACCA), the Malaysian Institute of Accountants (MIA), and the Chartered Tax Institute of Malaysia (CTIM).

Throughout her career, Qin Hui has demonstrated exceptional proficiency in both accounting and tax services across a diverse range of industries. Her expertise extends to specialized areas such as business process solutions (accounting and payroll management), tax compliance and advisory, transfer pricing, and tax audits.

Qin Hui has worked extensively with SMEs and multinational corporations providing them with robust financial and tax solutions.  Her comprehensive understanding of industry-specific financial practices and regulations has enabled her to deliver tailored strategies that enhance efficiency and maintain regulatory adherence.

Aministrative Assistant & Office Secretary

Thepetha Ephis Romeo

Thepetha is a highly experienced and efficient administrative assistant with over 14 years of experience. She excels in multitasking, managing executive schedules, coordinating meetings, and handling travel arrangements to ensure smooth office operations.

Throughout her career, Thepetha has demonstrated exceptional organizational skills, attention to detail, and the ability to manage multiple tasks simultaneously. Her proficiency in coordinating complex schedules and facilitating seamless communication among team members has been instrumental in enhancing operational efficiency.
